LAME v3.101 (PL4) encoder includes "-q 4 patch" that fixes the bug of LAME MP3 encoder where the setting "noise_shaping_amp", when set to any other value than 0, worsens the CBR/ABR audio quality. Therefore in LAME 3.101 (PL4) the "noise_shaping_amp" is set to "0" for all CBR/ABR quality levels. With this update ("noise_shaping_amp = 0") the new quality level "-q 3" is the same as "-q 4".
